Hi and welcome to Librivox. Your reading is great there are just some edits needed please. If you are using Audacity you can do the following.

The bit rate should be 128 kbps. When you export the file change ‘quality’ to 128kbps.

The recording should use a constant bit rate. When you export the file change ‘bit rate mode’ to ‘constant’

The recording should be in mono not stereo

The volume is 80dB which is too low. We aim for between 86-92 dB but ideally we would like it to be at 89 dB.
In Audacity you will also find the option to amplify under 'effects'.

In order to amplify it is best to reduce the spikes in your file. To do this follow the video below which is created by Phil Chenevert and is easy to follow. Once you have carried out compression you will then be able to amplify the file to the correct dB.

Also adding in a plug in called replay gain will help you to check your volume in Audacity. The link for the video on how to do this is below.

When you carry out the amplification there is some background noise which detracts from the reading and should be removed please. To do this in Audacity.

Step 1 - Select a piece of background noise
Select a piece of background noise (no speech, breaths or other noises) in your audio.
In Menu click: Effect > Noise Reduction... A dialog will pop up.
Click "Get Noise Profile" The dialog box will close instantly.

Step 2 - Noise Reduction
Press CTRL-A / Command-A to select your complete recording.
In Menu click: Effect > Noise Reduction... again. Note: don't select "Repeat Noise Reduction" -- that instantly applies the default settings; you want to adjust the settings and preview the results before you apply the noise filters.

Set Noise Reduction (dB) to 12
Set sensitivity to 6.00
Set frequency smoothing bands to 3
Choose Noise: Reduce
Click ok

Well, I appreciate the attempt to help. The videos did explain some things, and I've made some changes. However, there are still a couple of points I don't understand:
-There isn't an option to select a 128kbps bit rate. The lowest is 145-185.
-The videos didn't actually show how to make sure that the volume was at -0.89 decibels. ReplayGain says it's at -1.0, but I don't know how it got there, or how to bump it down. Phil seemed to be operating on some assumed knowledge, which I don't have.

Hi in order to change the bit rate when you export the file to mp3 there is an option there to change the bitrate.
Replay gain is telling you it needs to be reduced by -1. In order to do this you would highlight the whole file in Audacity then go to effect at the top. You would choose amplify and then in the box you would put -1 and it will then reduce the whole file for you. However if it is only -1 this will be acceptable as it is. So if you can just change the bit rate and reupload using the same filename I can then listen and hopefully it should be all ok. Thanks

Again, I appreciate the attempt to help. I'll follow your advice in regards to amplification. In terms of the bit rate, there is an option to change the bit rate when exporting, yes. But not to anything as low as 128. The lowest option in the list is 145-185. I'm on the latest version of Audacity. Did they remove the lower bit rate in the newer versions?

when you export you have to choose the bit rate mode. We need you to choose constant. You will then have the option to save at 128kb hope that helps.

Hi Daniel you are nearly there. I know it can be frustrating at this stage but if we get it right now its much easier when you want to submit longer files.

Just one more edit needed.
The file should be in mono and it is currently in stereo.
