I think it is not the same person. Our author was probably born Van Tassel and then marries to add Bruorton, rather than born Kinney and added Van Tassel by marriage.

At any rate, without enough info - which I have not found yet - to ensure we are actually talking about this author when we find dates, it is best to consider this PD only in the US.
